About UsAmericans for Medicare in Mexico, A.C. (AMMAC) is a legally chartered Mexican non-profit organization based in Puerto Vallarta, Jalisco. AMMAC was formed in April, 2009, in order to coordinate a campaign to obtain U.S. Congressional authorization for a Medicare Demonstration Project, benefitting eligible seniors residing in Mexico.

Demonstration Projects are the pilot projects, or experiments, that Medicare undertakes to test new innovations to the system. Medicare legislation permits the Centers for Medicare & Medicaid Services (CMS) to design and implement Demonstration Projects in the U.S., with the aim of reducing program costs, improving health outcomes, increasing beneficiary satisfaction, streamlining bureaucracy, etc. Today, most Demonstration Projects are undertaken due to Congressional legislation, rather than being developed independently by Medicare administrators. Medicare is not authorized, and has never to date, implemented a Demonstration Project outside of the United States. Thus, Congressional legislative authorization for a Medicare Demonstration Project in Mexico is essential.

The idea to bring Medicare benefits to Mexico has been around for a long time. Dr. David C. Warner, a professor at the University of Texas in Austin, Lyndon B. Johnson School of Public Policy, has been studying the issue for many years. There are supporters of the idea within the Mexican government, in the Ministries of Economy and Finance. And for many seniors living in Mexico, the lack of Medicare coverage is a primary issue of interest and concern. Yet, little has been done in the all-important political arena to bring Medicare to Mexico.

That is the purpose of Americans for Medicare in Mexico, A.C.

AMMAC is a non-partisan organization whose sole aim is to ensure that American seniors living in Mexico gain access to the Medicare benefits for which they have paid, and which they deserve.
